The Pro-File Movement's Treatise on the Abortion of Transfers

RESOLVED:

1. The Pro-File movement will lobby for laws that make it illegal to write, sell, distribute or encourage any computer software that will permit the aborting of file transfers at any point.

2. Each transfer will be considered viable from the moment of first transmission and will be accorded the same rights as any complete transmission.

   A. Each transmission will be regarded as a potential complete file.

    B. No transmission will be stopped at any point. The argument that in the early stages of transmission a file is nothing more that a few data bits, incapable of operation and without useful purpose, will not be accepted. Early termination is just as evil as termination at the last block.

3. Aborting a file simply because it may be virused or otherwise damaging to your system is unacceptable. We believe that imperfect files have the same rights as perfect files. Aborting a file for no other reason than to avoid a host fatality, or for files transmitted against the will of the host, cannot be permitted.

4. Aborting file transfers for convenience (i.e., limiting the size of one's directory) shall be strictly prohibited.

5. Aborting a transfer because the file is not of the desired type shall not be permitted.

6. Transfers aborted by accidental means, such as a dropped carrier, will be considered acts of God. However, anyone not taking the precaution of disabling Call Waiting before a transfer will be held accountable.

7. Unplanned transfers (transfers started accidentally) must be completed. One is responsible for keeping one's fingers on the right keys at all times. "Heat of downloading passion" is not an acceptable reason for aborting a transfer.

8. Once the transmission is completed, the file must be maintained in the receiver's storage equipment. The receiver is responsible for maintaining the integrity of the file for the life of the storage facility. Receiver is also responsible for making periodic back-ups of each file to ensure that files will not be deleted with no chance of recovery. Insufficient disk space is NOT a valid excuse for the intentional deletion of files; if you must delete your OS to make room, then that is what you must do. The welfare of the file is first and foremost.

9. In keeping with our belief that every file is sacred, we will see to it that no information will be distributed at any computer store that will instruct users in methods to avoid accidental receipt or transmission of files. Each call to another system containing a file transfer library should be left open to the possibility of file transfer. Those who do not wish to obtain files should cut their phone lines and stay off the boards.

10. We do not acknowledge the argument that there are already too many files in existence. The people who designed transfer protocols did so with good reason.. to encourage the accumulation of files. We have faith that they will come up with a solution to the over-population of files and therefore are not concerned with file proliferation.
